Negara Islam tegak keadilan, tolak ekstremisme, Nothing Islamic About That State

'Daulah Islamiah', 'Negara Islam' atau dalam istilah lebih popular ketika ini, 'Islamic State' (IS) menjadi satu istilah menarik, bukan sahaja bagi umat Islam, tetapi bagi masyarakat dunia semasa. Bagi umat Islam, Daulah Islamiah yang memegang prinsip Islam ialah lambang kekuasaan Islam.

Usaha membentuk negara Islam berkembang selepas tamat Perang Dunia Kedua apabila banyak negara Islam bebas daripada penjajahan. Penubuhan Republik Islam Pakistan dan gerakan pemikiran seperti al-Maududi adalah contoh klasik usaha membentuk negara Islam.

Revolusi Iran 80-an sehingga 90-an juga menjadi rujukan gerakan penubuhan negara Islam. Gerakan-gerakan ini digelar sebagai proses 'Islamist' - gerakan yang merangkumi ideologi atau pegangan untuk menjadikan Islam sebagai penunjuk dalam soal sosial, politik serta kehidupan peribadi.

Pada awal abad 21, Barat mempopularkan Islamofobia - difahamkan sebagai ketakutan, kebencian atau permusuhan diarahkan terhadap Islam dan umat Islam. Kesan dan stigma ke atas dunia Islam dan umat Islam minoriti serata dunia begitu mendalam, terutama selepas peristiwa 9/11.

Selepas Islamofobia, Islam digambarkan pula dengan sebegitu rupa dengan gelaran IS, iaitu gerakan paras militan dan juga berwajah pengganas. IS ini adalah 'tragedi' kepada agama Islam, umat dan dunia Islam.

Ejen kebencian

IS ialah militan dan juga pengganas yang menggunakan nama Islam. Ia adalah proses fitnah yang bertujuan 'membusukkan' Islam. IS menggunakan istilah 'Islamic' bagi menunjukkan tuntutan agama itu dan menarik umat Islam. Namun, segala pengisiannya ialah keganasan.

Perbuatan kejam dan melanggar undang-undang membuktikan sifat jenayah kerana perbuatan itu bercanggah dengan prinsip dan nilai agama Islam khususnya dan kemanusiaan umumnya. Ia terang-terang menjadi satu operasi atau proses memfitnah Islam dan menghasut permusuhan seluruh dunia kepada Islam.

IS ini ialah antara tindakan atau proses yang bertujuan mendatangkan kebencian kepada Islam walaupun Barat menyatakan tiada persengketaan dengan Islam, tetapi dengan kumpulan terbabit sahaja. IS juga mungkin mahu dibuktikan sebagai sebahagian daripada kesan 'pasca-Islamisme'. Dalam konteks ini, istilah 'pasca-Islamisme' merujuk kepada definisi yang diberikan beberapa pemerhati Barat, iaitu proses menginstitusikan Islam dalam bentuk sebuah negara dan IS digambarkan dengan militan dan keganasan. Apa yang mahu disuarakan Barat ialah, 'inilah dia negara Islam'.

Dengan istilah 'Islamic' itu, gerakan ini berjaya menjadi tarikan kepada umat Islam, yang sedang mencari-cari ruang melakukan kebajikan atas tuntutan agama, termasuk warganegara kita. Walaupun sebenarnya tiada yang 'Islamic' dengan IS, ia tetap juga menjadi pilihan kerana sikap fanatik atau sikap berlebihan segelintir umat Islam. Sikap fanatik dan tidak bijak umat Islam dalam menilai label Islam itu menjadikan fitnah terhadap Islam itu 'menjadi' dan 'laris' dibeli segelintir umat Islam.

Fahami konsep sebenar jihad

Umat Islam sendiri perlu sedar bahawa Islam tidak pernah membawa ajaran keganasan, Islam tidak juga menggalakkan keganasan. Sekiranya mahu menggunakan konsep jihad, terutama jihad di medan perang itu hendaklah difahami dengan mendalam maksud yang disaran oleh Islam dan bukan dengan tekad ekstremisme. Jihad adalah tindakan beretika, mentaati prinsip menjaga manusia dan kemanusiaan, alam sekitar serta menghormati setiap anugerah dan makhluk serta kejadian Allah. Ia mengandungi prinsip yang amat ketat.

Oleh itu, pemahaman umat Islam mengenai keluhuran Islam dan agenda Barat amatlah penting bagi mencari identiti Islam atau negara Islam yang sebenar. Sebelum berjihad untuk IS, umat Islam perlulah juga faham mengenai gerak kerja musuh Islam. Tidak kurang pentingnya memahami sepenuhnya ciri utama negara Islam.

Umat Islam jangan mudah terpesona atau teruja dengan label 'Islamic' itu. Label itu tidak semestinya mengandungi 'substance' atau isi sebenar Islam, dalam konteks ini, isi sebenar sebuah negara Islam. Mungkin boleh dikatakan bahawa istilah tidaklah begitu mendesak bagi melabel sesebuah negara, tetapi lebih penting ialah pengisian atau dalamannya.

Negara itu hendaklah berteraskan Islam yang benar serta mengamalkan konsep utama dalam Islam seperti keadilan, kesaksamaan dan mempunyai peraturan perundangan, ekonomi, sosial dan politik yang menepati prinsip keadilan dan kesaksamaan sebagai perintah Islam bukan ekstremisme.

Nothing Islamic About That State

If IS claims to have originated from the true teachings of Islam, then something must be fundamentally wrong with its version of Islam.

TO this day, the ruthless actions of the Islamic State (IS) group have dominated international headlines. Political theories and outright conspiracy theories have been brought into the public domain in attempts to fully comprehend the group’s existence, political motives and mission, and to justify the rationale behind its heinous crimes, if there is even any.

Unfortunately, amidst the confusion of its ideology and substance, there are certain individuals who have become attracted to its struggle.

For this reason, there is an urgent need to address the issue and provide the general masses with the right perspective on Islam and politics.

Islam is a comprehensive way of life. This simply means that everything in a Muslim’s life should follow the principles set within the boundaries of Islam.

This includes how Muslims engage themselves politically and how they utilise their power as political actors. In Islam, politics remains within the realm of religion.

This reflects the exact feature of the religion that encompasses all areas of human interactions with Allah the Almighty and with fellow human beings.

Al-Mawdudi states that the political system of Islam is based on three principles: tawhid (oneness of God), risalah (prophethood) and khilafah (vice-regency).

Tawhid implies that Allah is the sole, utimate Creator and Sustainer of the universe and everything that exists within it.

The channel through which the law of Allah is received is known as risalah, which comes from the Quran, as well as the authoritative interpretation and exemplification of the Prophet Muhammad as the Messenger of Allah.

The Prophet provided us with a model for the Islamic way of life by implementing the law and providing necessary details wherever required.

Khilafah means that man is the representative of Allah on earth. By virtue of the powers delegated to him, he is required to carry out his amanah (trust) and responsibility in this world within the limits prescribed by God.

This inter-relatedness between the concept of trust and vice-regency is important as it aims to promote and enhance the qualities of goodness and virtue, which should flourish among mankind.

This also comes with the need to suppress all kinds of exploitation, immorality and injustice.

Islam underlines that the principles of morality are to be observed at all costs and in all aspects of life, regardless of its mundane nature. Hence, Islam lays down a permanent necessity for the state to base its politics on wisdom, justice, truth and integrity.

Under no circumstances should injustice, deceit and repugnance be allowed or accepted for the sake of political expediency. Truth, honesty and rectitude must be emphasised in all spheres of the political life, be it in terms of relations between rulers and the people or between states.

It imposes obligations on the state similar to those required of the individual, which is to fulfil every contract and obligation, and to have consistent standards in all dealings. It is important to remember that rights and freedom are twin siblings to these obligations.

In calling for others to fulfil their obligations towards the state, Islam highlights the need to also respect their rights as citizens.

For rulers or leaders in a political setting, power and authority are the instruments with which to establish justice.

Their duties, which include protecting and serving the people, should be viewed as religious obligations.

Power is ultimately a form of trust given by Allah that is legitimately expressed in the form of beneficial policies based on the right understanding, which is to serve the purpose of his existence as the vice-gerent of the one and only God.

How, then, could IS fall within all of these categories? If it claims to have originated from the true teachings of Islam, then something must be fundamentally wrong with its version of Islam.

The universal message of Islam propagates the noble concepts of compassion, justice and righteousness as stated in Chapter 16, Verse 90 of the Quran:

“Indeed, Allah orders justice and good conduct and giving to relatives, and forbids immorality and bad conduct and oppression. He admonishes you that perhaps you will be reminded.”

It is also stated in Chapter 5, Verse 8 that:

“O you who believe, be persistently standing firm for Allah, witnesses in justice, and do not let the hatred of a people prevent you from being just. Be just; that is nearer to righteousness. And fear Allah; indeed, Allah is acquainted with what you do.”

Therefore, it is important to note that the so-called struggle of IS and similar groups do not represent the essence of Islam.

To know that their actions are actually putting Islam in the limelight for all the wrong reasons only evokes angst among those who have experienced the true beauty of Islam.

Emphasising the views of the great Islamic scholar Al-Ghazali on the higher objectives of Syariah (Maqasid Syariah), politics in Islam should also meet these objectives.

To preserve the religion is crucial, and this must include all efforts to preserve the sanctity and the image of Islam.

Whenever actions taken by some Muslims result in Islam being labelled negatively and condemned, it is the responsibility of all fellow Muslims to restore the credibility of Islam and ensure that it is understood correctly, even if it necessitates condemnation against fellow Muslims.
